Supported Independent Living Provider Registration Requirements in 2025

From 1 July 2025, all SIL providers in Australia must be officially registered with the NDIS Quality and Safeguards Commission. This isn’t just a box to tick, it’s a transformative shift in how NDIS-funded supports are delivered and monitored.

What Are SIL Provider Requirements in 2025?
Starting July, every provider delivering Supported Independent Living in Australia must be registered under the Registration Group 0115: Assistance with Daily Life Tasks in a Group or Shared Living Arrangement.
This change comes from government policy announced in September 2024, with a national transition period that ended in July 2025. It applies to all organisations, large or small, offering SIL services and means unregistered providers can no longer legally operate in this space.
Who Needs to Register and Why?
The push for registration isn’t just about paperwork. It stems from the findings of the NDIS Provider and Worker Registration Taskforce. They recommended mandatory registration for all SIL and Home & Living providers across Australia.
Why? SIL services carry higher risks, for example they deal with complex needs and higher intensity behaviours.. They often involve 24/7 support, shared accommodation, and a level of responsibility that directly impacts a person’s safety and wellbeing.
By requiring Advanced Registration, the Commission ensures all providers are held to consistent standards. In addition, they must provide the proper training, systems, and accountability.
Why Are These Reforms Happening?
Recent national inquiries and internal NDIA reviews uncovered widespread concerns such as:
- Gaps in safety and oversight
- Reports of abuse or neglect in shared settings
- Lack of transparency in provider practices
- Fraud and financial mismanagement
This mandatory registration aims to strengthen protections for people with disability while ensuring public funding is used responsibly. It’s a step forward for trust, quality, and long-term stability in the NDIS system.
What Registration Actually Involves
Becoming a registered SIL provider in Australia isn’t just about applying for a badge. Providers must meet a detailed list of conditions set by the NDIS Commission, including:
- Compliance with the NDIS Code of Conduct and SIL-specific Practice Standard
- Maintaining internal complaints and incident management systems
- Ensuring all staff pass NDIS Worker Screening Checks
- Undergoing regular, independent audits every three yearsÂ
